China's Promises and Agreements are Entirely Unreliable:

China simply cannot be trusted on any level. The Hong Kong fiasco is a good example. China agreed, as a condition of the handover from the United Kingdom, to leave Hong Kong's government and culture alone for 5o years. That means until 2047. But half way through that time, they simply threw the agreement/treaty to the winds. They will do this, have done this, with any agreements.
